  To deeply advance supply-side structural reform, effectively reduce enterprise costs, optimize the business development environment, enhance enterprise profitability, promote the sustained and healthy development of the province's economy, and ensure a good start to the 13th Five-Year Plan, the Provincial Party Committee and Provincial Government have decided to carry out a special action across the province to reduce enterprise costs and optimize the development environment (hereinafter referred to as the special action).
  I. Overall Requirements
  Fully implement the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth, and Fifth Plenary Sessions of the 18th Central Committee. According to the deployment of the Central Economic Work Conference and relevant reform requirements of the Provincial Party Committee and Provincial Government, carry out various thematic activities under the theme of "reducing enterprise costs and optimizing the development environment," focusing on helping enterprises reduce burdens, enhance profitability, maintain competitive advantages, promote transformation and upgrading, and add new momentum to the province's sustained and stable economic growth.
  II. Basic Principles
  Adhere to the combination of overall planning and precise policy implementation. Earnestly implement the deployment requirements of the Party Central Committee, the State Council, and the Provincial Party Committee and Provincial Government on supply-side structural reform. Plan scientifically, advance in a coordinated manner, and formulate systematic policy measures. Adhere to problem orientation, starting from the most prominent issues reflected by enterprises, implement precise policies, address both symptoms and root causes, and effectively improve the pertinence and effectiveness of policy measures.
  Adhere to the combination of market leadership and government guidance. Fully leverage the decisive role of the market in resource allocation, use market mechanisms, promote entrepreneurial spirit, and guide enterprises to innovate and transform independently. Better play the role of the government, strengthen organizational guidance, enhance coordination and services, and strive to create a fair and just market competition environment.
  Adhere to the combination of focusing on the present and looking to the long term. While taking targeted measures, ensuring policy implementation, and achieving results quickly, follow the requirements of a market economy and a rule-of-law society. Introduce supporting measures from aspects such as reform and opening up, innovation and transformation, improved supervision, and better services, striving to create a business environment conducive to the sustainable development of enterprises.
  Adhere to the combination of external support and internal potential tapping. Fully mobilize enthusiasm from all sides. On one hand, effectively reduce external costs for enterprises through policies such as tax cuts, fee reductions, financial support, and streamlining administration and delegating power. On the other hand, guide enterprises to tap internal potential, improve production efficiency and management levels, enhance profitability, and maintain competitive advantages.
  III. Key Tasks
  To better grasp the direction and path of reducing enterprise costs and optimizing the development environment, and effectively improve the quality and level of the special action, focus on five aspects and sixteen tasks.
  (1) Focus on Policy Issuance
  1. Issue several opinions. According to the requirements of "understand the situation clearly, clarify goals, specify tasks, implement responsibilities, and have strong measures," formulate and issue several opinions to effectively reduce enterprise costs and optimize the development environment.
  2. Compile policy collections. Sort and compile the enterprise-benefiting policies issued by the central and provincial governments that are still in effect, publish and promote them in special reports, forming a policy system that enterprises can understand and use.
  3. Publish consultation contact lists. Provide detailed information on the consulting units, contacts, phone numbers, and email addresses corresponding to each policy, facilitating enterprises to quickly and accurately communicate with government departments.
  (2) Focus on Mobilization and Promotion
  1. Comprehensive mobilization and deployment. Hold a provincial mobilization meeting for the special action to reduce enterprise costs and optimize the development environment, calling on the whole province to unify thoughts and concentrate efforts, accurately grasp overall requirements and target tasks, and promote solid and in-depth work.
  2. In-depth policy promotion. Provincial leaders, together with relevant provincial departments, promptly and thoroughly promote policies in industrial parks and key enterprises. Through the three-level linkage of province, city, and county, form a full-coverage policy promotion system to help enterprises better understand and use policies.
  3. Increase interpretation efforts. Publish the several opinions in full in major provincial media, set up columns and special issues for key interpretations, make the opinions widely known, and better convert policy dividends into enterprise benefits.
  (3) Focus on Enterprise Service Liaison
  1. Carry out leadership point-contact enterprise activities. Leaders of the "four sets of teams" at provincial, municipal, and county levels, as well as main leaders of courts and procuratorates, establish point contacts with enterprises. Provincial leaders contact 2-3 industrial parks (Provincial Party Committee Standing Committee members and Vice Governors first contact national-level parks), each park contacts more than 10 enterprises, and city and county leaders contact enterprises within their jurisdictions, taking the lead in policy promotion, advancing major project construction, and coordinating to solve major problems.
  2. Carry out activities of government cadres going to enterprises. Cadres are selected from provincial, municipal, and county government agencies to go deep into enterprise production frontlines to promote policies, understand actual conditions, and solve problems. Each provincial department contacts one industrial park to achieve full coverage of all parks, and selects 10 cadres as liaison officers for provincial leaders to contact enterprises, promptly feeding back enterprise production and operation conditions.
  3. Carry out expert precise assistance activities. Experts and scholars are selected from research institutes and universities to form precise assistance advisory groups. According to local industrial characteristics, conduct enterprise diagnosis actions and provide technical consultation. Personnel are selected from financial institutions to form several targeted assistance groups and carry out various forms of bank-enterprise matchmaking activities with prefecture-level cities.
  4. Carry out industrial chain docking assistance activities. Organize key backbone enterprises to provide comprehensive and multi-level technical, product, and labor docking assistance to upstream and downstream supporting enterprises, encourage the formation of industrial alliances, and promote industrial integration development.
 
  (4) Focus on Problem Solving
 
  1. Establish a timely acceptance mechanism. Publicize dedicated phone lines, fax, and email to the public, further smooth enterprise information feedback channels, promptly accept enterprise appeals, and provide policy consultation services.
  2. Establish ledger management mechanism. For various problems reflected by enterprises, list and manage them step by step according to the principle of "who is responsible, who implements," establish ledgers, and manage problem resolution.
  3. Establish classified handling mechanism. For issues involving the provincial level, handle them according to departmental responsibilities, solve those that can be resolved within a time limit, and explain reasons for those that cannot be resolved.
  (5) Focus on Supervision and Assessment
  1. Strengthen supervision and implementation. Regularly track, schedule, and supervise the implementation of the special action and the several opinions. Depending on the situation, adopt methods such as issuing supervision notices, on-site inspections, interviews, and listing for supervision to promote work implementation.
  2. Strengthen summary and evaluation. Timely summarize the progress of the special action, commend cities, counties (districts), and provincial departments with good implementation. Introduce third-party evaluation agencies to assess the effectiveness of current policy implementation and the service situation of cities, counties (districts), and provincial departments to enterprises, effectively improving the special action's effectiveness.
