Chapter 1 General Provisions
Article 1 In order to thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the general requirements for Party building in the new era and the Party's organizational line in the new era, promote the scientific, institutionalized, and standardized development of the Party's organizational work, and improve the quality of the Party's organizational work, these regulations are formulated in accordance with the Constitution of the Communist Party of China and relevant laws.
Article 2 The Party's organizational work is a practical activity focusing on the construction of the Party's organizational system, leadership teams and cadre teams, talent teams, and Party member teams. It is an important guarantee for consolidating the Party's ruling foundation, realizing the Party's comprehensive leadership, and completing all the Party's work. It is a fine tradition and unique advantage of the Party leading the people to continuously achieve victories in revolution, construction, and reform.
Article 3 The Party's organizational work adheres to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the "Three Represents," the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It strengthens the "Four Consciousnesses," firmly establishes the "Four Confidences," and achieves the "Two Maintenances." It focuses on strengthening the Party's long-term ruling capacity, advanced nature, and purity, takes the Party's political construction as the overall leadership, emphasizes the construction of the organizational system, strives to cultivate high-quality cadres who are loyal, clean, and responsible, gathers outstanding talents who are patriotic and dedicated, fully plays the role of grassroots Party organizations as fighting bastions and Party members as vanguard models, and provides a strong organizational guarantee for upholding and strengthening the Party's comprehensive leadership and adhering to and developing socialism with Chinese characteristics.
Article 4 The Party's organizational work follows the following principles:
(1) Uphold the Party's comprehensive leadership;
(2) Adhere to the organizational line serving the political line;
(3) Uphold democratic centralism;
(4) Uphold the Party's mass line;
(5) Uphold the Party's management of cadres and talents;
(6) Uphold the combination of virtue and talent, with virtue as the priority, and appointing people based on merit;
(7) Uphold full coverage of the Party's organization and work;
(8) Uphold seeking truth from facts, fairness, and integrity;
(9) Uphold law-based, scientific, and standardized practices.
Chapter 2 Leadership System and Responsibilities
Article 5 Organizational work implements the centralized and unified leadership of the CPC Central Committee, with Party committees (Party groups) at all levels leading by level and category, organizational departments taking specialized responsibility, and relevant parties performing their duties and cooperating closely under this leadership system.
The CPC Central Committee and local Party committees set up organizational departments. Party and government organs, people's organizations, state-owned enterprises, and public institutions at all levels establish organizational work institutions or full-time positions specifically responsible for organizational work.
The Central Organization Department guides the work of organizational departments at all levels, and higher-level organizational departments guide lower-level organizational departments.
Article 6 The CPC Central Committee decides the route, guidelines, and policies for organizational work, formulates important intra-Party regulations and normative documents on organizational work, makes decisions on major strategies, reforms, measures, and matters related to organizational work, comprehensively leads the construction of the Party's organizational system, cadre work, and talent work, and recommends, nominates, and appoints or removes cadres according to relevant regulations.
The CPC Central Committee generally holds a national organizational work conference once every five years to comprehensively deploy organizational work for a period.
Article 7 Local Party committees bear the primary responsibility for organizational work in their regions. Their main responsibilities are:
(1) Implement the Party's organizational work route, guidelines, and policies; execute the decisions, deployments, and instructions of the CPC Central Committee and higher-level Party organizations regarding organizational work; formulate intra-Party regulations and normative documents on organizational work according to authority; study and deploy major matters and important work related to organizational work in their regions;
(2) Lead the Party's organizational work in people's congresses, governments, political consultative conferences, supervisory organs, judicial organs, procuratorial organs, and people's organizations at the same level; guide and supervise lower-level Party organizations in carrying out organizational work;
(3) Lead the construction of the Party's organizational system in their regions and strengthen grassroots Party organizations and Party member teams;
(4) Appoint, remove, and manage cadres according to cadre management authority; recommend important cadres to local state organs, political consultative organizations, people's organizations, state-owned enterprises, and public institutions;
(5) Implement the strategy of strengthening the country through talent, coordinate relevant parties to jointly participate in and promote talent work in their regions;
(6) Complete other tasks assigned by the CPC Central Committee and higher-level Party organizations.
The Party group is responsible for the leadership of organizational work in its unit, implemented according to relevant regulations.
Article 8 The main responsibilities of the Central Organization Department and local Party committee organization departments are:
(1) Under the leadership of the CPC Central Committee and the Party committee at the same level, specifically responsible for implementing the Party's organizational work route, guidelines, policies, and decisions; formulate and draft intra-Party regulations and normative documents on organizational work according to authority and division of labor; promote the implementation of organizational systems;
(2) Research important theoretical and practical issues of organizational work; propose policy suggestions to improve systems and mechanisms; provide references for decision-making by the CPC Central Committee and the Party committee at the same level;
(3) Responsible for the construction of the Party's organizational system; strengthen grassroots Party organizations and Party member teams;
(4) Responsible for unified management of cadre work and cadre teams; according to cadre management authority and division of labor, responsible for specific work related to leadership team construction;
(5) Responsible for guidance, coordination, and liaison services related to talent work;
(6) Responsible for unified management of civil servant work;
(7) Responsible for unified management of retired cadres' work;
(8) Unified management of the Office of the Institutional Organization Committee;
(9) Complete other tasks assigned by the CPC Central Committee and the Party committee at the same level.
Chapter 3 Construction of the Party's Organizational System
Article 9 Adhere to the Marxist principles of Party building, improve the organizational system that safeguards the Party's centralized and unified leadership, perfect a vertically and horizontally connected and effectively implemented organizational system, achieve full coverage of the Party's organization and work, and continuously enhance the Party's political leadership, ideological guidance, mass organization, and social mobilization capabilities.
Article 10 Establish and improve the Party's various levels and types of organizations in accordance with the Party Constitution, forming a strict organizational structure that includes the Party's central organizations, local organizations, grassroots organizations, Party disciplinary inspection organs, Party work organs, and Party groups, extending vertically to the bottom and horizontally to the edges.
Adapt to the development and changes of situations and tasks, timely adjust and optimize the setup of Party organizations. Temporary organizations established to carry out specific tasks may form temporary Party organizations according to relevant regulations. Unless otherwise specified, the principle of territorial management generally applies to standardize and streamline the affiliation relationships of grassroots Party organizations.
Article 11: The Party's Central Committee, the Central Political Bureau, and the Standing Committee of the Central Political Bureau are the brain and central hub of the Party's organizational system. They guide direction, plan overall strategies, set policies, and promote reforms in advancing the cause of socialism with Chinese characteristics. They uphold and improve the Party's leadership system, strengthen the leadership system of the Central Committee over major work, improve the mechanism for implementing the Central Committee's decisions, and strictly enforce the system of reporting to and seeking instructions from the Central Committee.
Article 12: The Party's local committees play a leading role in overseeing the overall situation and coordinating various parties in their regions. They comprehensively lead the economic and social development of their regions, take full responsibility for Party building in their areas, and fulfill duties of setting direction, managing the overall situation, making decisions, and ensuring implementation. They uphold and improve the Party's local organizational work system, strengthen decision-making and supervision mechanisms, enhance overall functions, improve leadership levels, and build the Party's local organizations into strong entities that resolutely obey the Central Committee's command, are strictly managed, effectively supervised, united in leadership, and maintain a pure atmosphere.
Article 13: The Party's grassroots organizations are the battle fortresses of the Party within social grassroots organizations and the foundation of all the Party's work and combat effectiveness. They emphasize a clear focus on strengthening the grassroots, prioritize enhancing organizational capacity, vigorously strengthen the construction of grassroots Party organizations in enterprises, rural areas, government agencies, schools, hospitals, research institutes, street communities, and social organizations. They promote innovation in organizational setup and activity methods, enhance the political functions of Party organizations, select and strengthen outstanding Party organization leaders, and build grassroots Party organizations in all fields into strong battle fortresses that promote the Party's principles, implement the Party's decisions, lead grassroots governance, unite and mobilize the masses, and drive reform and development.
The Party branch is the basic organization of the Party and the fundamental unit for the Party's work. It comprehensively promotes the standardization and normalization of Party branches, strengthens foundational work, improves basic systems, enhances basic capabilities, and implements fundamental guarantees. It fully plays the role of the Party branch in directly educating, managing, and supervising Party members, as well as organizing, publicizing to, uniting, and serving the masses. Party branches with a large number of members or with members whose workplaces or residences are dispersed should be divided into several Party groups according to the principle of facilitating organizational activities.
Article 14: The Party group plays a leadership role within its unit, fulfilling duties of setting direction, managing the overall situation, and ensuring implementation. It upholds and improves the Party group work system, perfects work rules and decision-making mechanisms, insists on planning, deploying, advancing, and assessing Party building work alongside business work, supervises and promotes the unit's leadership team to fully and timely implement the Party group's decisions according to laws and regulations, and ensures the Party's theories, guidelines, and policies are implemented within the unit.
Article 15: Focusing on building a Party membership that is firm in belief, politically reliable, reasonably structured, of high quality, disciplined, and effective, efforts should be made to develop Party members and carry out education, management, supervision, and service work for Party members.
The development of Party members should follow the overall requirements of controlling total numbers, optimizing structure, improving quality, and playing a role, placing political standards first, strictly following procedures and controls to ensure the quality of newly developed Party members. Strengthen the construction of the team of Party membership activists and enhance the education and training of development targets and probationary Party members.
Party member education should take studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the primary political task, organize concentrated education within the Party and regular education for Party members, combine organized training with individual self-study, and guide Party members to remain true to their original aspiration, keep the mission firmly in mind, and strive unremittingly.
Party member management should strictly handle Party membership management, organizational relationship management, Party fee collection and usage management, daily supervision, and organizational disposition, strengthen and improve the management of mobile Party members. Based on the actual conditions of different groups of Party members, organize and guide Party members to fully play their vanguard and exemplary roles.
Strengthen internal Party incentives, care, and assistance, safeguard Party members' democratic rights, carry out internal Party commendations, and do well in caring for and serving Party members.
Article 16: Adhere to democratic centralism, improve the development of intra-Party democracy and the implementation of correct centralization-related systems. Uphold the Party Congress system, improve the intra-Party election system, implement the term system for Party Congress representatives and the terms of Party organizations at all levels. Establish and improve a complete organizational system including organizational setup, organizational life, organizational operation, organizational management, and organizational supervision, and improve the system for Party committees (Party groups) to fulfill the main responsibility of comprehensively and strictly governing the Party.
Article 17: Strictly implement the "Several Guidelines on Intra-Party Political Life under the New Situation," uphold and improve the systems of democratic life meetings and organizational life meetings, improve the systems of "Three Meetings and One Lesson," thematic Party days, heart-to-heart talks, democratic evaluation of Party members, implement the dual organizational life system for Party leading cadres, develop a positive and healthy intra-Party political culture, ensure that the Party's organizational life is regular, serious, and solemn, continuously enhance its political nature, timeliness, principledness, and combativeness, and continuously strengthen the Party's ability for self-purification, self-improvement, self-renewal, and self-enhancement.
Article 18: Party organizations at all levels and all Party members must resolutely uphold General Secretary Xi Jinping's core position in the Central Committee and the whole Party, resolutely uphold the authority and centralized, unified leadership of the Central Committee, insist that individual Party members obey the Party organization, the minority obey the majority, lower-level organizations obey higher-level organizations, and all Party organizations and members obey the Party's National Congress and Central Committee. Implement the strategic deployment of comprehensively and strictly governing the Party, continuously improve all organizational discipline requirements, deeply carry out discipline education, strengthen supervision and inspection of organizational discipline enforcement, strictly investigate and deal with violations of organizational discipline, enhance the authority and binding force of discipline, ensure orders are followed, prohibitions are observed, discipline is strictly enforced, and violations are thoroughly investigated.
Chapter 4: Cadre Work
Article 19: Adhere to the principle of the Party managing cadres, uphold the standards of both virtue and talent with virtue as priority, uphold inclusiveness and meritocracy, adhere to good cadre standards, uphold the correct personnel orientation, coordinate cadre quality cultivation, knowledge and talent recognition, selection and appointment, strict management, and positive incentive system construction, coordinate leadership team and cadre team building, coordinate cadre team building in Party and government organs, people's organizations, state-owned enterprises, and public institutions, and strive to build a loyal, clean, responsible, high-quality, and professional cadre team.
Article 20: Cadre work implements a system of hierarchical and classified management under the centralized and unified leadership of the Central Committee. Party committees (Party groups) and their organizational departments should strengthen unified management of cadre work. According to the division of responsibilities, industry and field characteristics, institutional setup, business management system, and team building needs, reasonably determine cadre management responsibilities, scope, authority, methods, and procedures, and properly carry out dual management of cadres.
Article 21: Leadership team building must place the Party's political construction first, uphold high standards and strict requirements, insist on overall planning and holistic advancement, insist on classified guidance and precise measures, strictly implement democratic centralism, deepen theoretical armament, optimize team structure, enhance overall functions, maintain team stability, improve political judgment, political comprehension, and political execution abilities, and strive to forge leadership teams at all levels into strong leadership collectives that faithfully practice Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and firmly implement the Central Committee's decisions and deployments.
Article 22: Establish and improve a quality cultivation system that includes source training, tracking training, and full-process training, emphasizing political quality, focusing on classification and grading, strengthening ideological tempering, political experience, practical training, and professional training, integrating ideological and theoretical armament, ideal and belief education, knowledge structure improvement, and ability and quality enhancement throughout the entire cadre growth process. Emphasize cultivating and training cadres on the grassroots front line and in difficult and arduous areas, enhance fighting spirit, improve governance capabilities, and enable the broad cadre team to keep pace with the times in political literacy, theoretical level, professional ability, and practical skills.
Article 23: Establish and improve a knowledge-based personnel assessment system including daily assessments, classified assessments, and close-range assessments. Implement the new development concept, adhere to the correct view of achievements, make distinguishing merits and demerits, rewarding excellence and punishing inferiority, encouraging responsibility, and promoting development as basic tasks. Optimize assessment content and indicator systems, improve assessment methods, coordinate regular, annual, special, and term assessments, comprehensively and multi-channel understand cadres, and pay attention to their performance in major tasks and struggles on the front line. Strengthen the use of assessment results, linking them with cadre selection and appointment, education and training, management and supervision, incentives and constraints, accountability and responsibility, promoting a correct orientation where capable rise, excellent are rewarded, mediocre fall, and inferior are eliminated.
Article 24: Establish and improve a selection and appointment system that prioritizes virtue, appoints based on merit, and matches personnel appropriately. Fully leverage the leadership and gatekeeping role of the Party organization, place political standards first, strictly control political, moral, ability, style, and integrity standards. Strictly implement principles, conditions, and procedures for cadre selection and appointment, enforce systems such as cadre term limits and job avoidance, establish a personnel orientation that values grassroots, practice, responsibility, and accountability, improve cadre evaluation quality, select and employ personnel precisely and scientifically, and effectively select and use good cadres needed by the Party and the people. Strengthen full-process supervision of cadre selection and appointment, creating a clean and upright environment for personnel selection and employment.
Broaden the perspective of personnel selection and employment, promote exchanges of cadres between localities and departments, regions, departments, Party and government organs, state-owned enterprises, public institutions, and other social organizations. Comprehensively use methods such as aid dispatch and temporary assignments, and increase support for dispatching cadres for major national strategies.
Article 25: Establish and improve a strict management system that governs ideology, work, style, and discipline, focusing on leading cadres, especially Party and government principals. Highlight political supervision over cadres' adherence to the "Two Upholds," compliance with Party constitution, regulations, discipline, constitution, laws, regulations, implementation of Party lines, principles, policies, and the Party Central Committee's decisions, and observance of intra-Party political life norms. Persist in early, small, and frequent interventions, strengthen daily management and supervision of duty performance and responsibility, promoting cadres to strictly perform duties, exercise power, and carry out work according to systems.
Article 26: Establish and improve a positive incentive system that values hard work, encourages responsibility, and boosts morale. Adhere to a combination of strict management and generous care, balance incentives and constraints, strengthen incentives and protection for cadres who dare to take responsibility and act effectively, and guide the orientation of work and entrepreneurship with the correct personnel use orientation. Properly treat and reasonably use cadres who have been held accountable or disciplined, improve the system for clearing and vindicating cadres who have been falsely accused, improve the commendation and reward system, implement and improve cadres' salary, welfare, and insurance systems, care for cadres' physical and mental health, increase policy support for grassroots cadres, especially those in difficult and hard areas, and fully mobilize cadres' enthusiasm, initiative, and creativity for work and entrepreneurship.
Article 27: Focus on the long-term development needs of the Party and the country, adhere to broadening sources, optimizing structure, improving methods, and enhancing quality. Discover and select outstanding young cadres from all fronts, fields, and industries, optimize growth paths, establish a regular training and exercise mechanism with vertical and horizontal linkage and long-term attention, improve timely use and dynamic management mechanisms, and establish institutional measures to promote outstanding young cadres to stand out. Promote young cadres to strengthen ideological and theoretical armament and grassroots practical training, and improve their ability to solve practical problems. Make good use of cadres of all ages and optimize the hierarchical structure of the cadre team. Coordinate the cultivation and selection of female cadres, ethnic minority cadres, and non-Party cadres.
Article 28: Strengthen the Party's centralized and unified leadership over the civil servant team, and improve a unified, standardized, and efficient civil servant work leadership system. Implement the "Civil Servant Law of the People's Republic of China," improve the civil servant system with Chinese characteristics, perfect systems such as parallel positions and ranks, recruitment and exchange, assessment and rewards and punishments, training and supervision, build a standardized and complete civil servant management legal system, and improve scientific and effective civil servant management mechanisms. Adhere to and improve classified management of civil servants, enhancing management efficiency and scientific level.
Article 29: Strictly implement the cadre retirement system, strengthen ideological and political construction and Party organization building for retired cadres, improve and innovate service and management work for retired cadres, and organize and guide retired cadres to play a role.
Article 30: Adhere to and strengthen the Party's centralized and unified leadership over institutional establishment work, establish and improve the work system of the Organization Department's unified management of the Institutional Establishment Committee Office, improve leadership and management systems, coordinate cadre and institutional establishment resources, and ensure organic connection between institutional establishment management and cadre management.
Chapter 5: Talent Work
Article 31: Adhere to the principle of Party management of talent, establish the strategic position of talent-led development, follow the laws of the socialist market economy and talent growth, break ideological and institutional barriers restricting talent development, build a scientific, standardized, open, inclusive, and efficient talent development governance system, comprehensively cultivate, introduce, and utilize talent, focus on gathering outstanding talents who love the country and are dedicated, promote the implementation of the strategy of strengthening the country with talent and innovation-driven development strategy, and provide strong talent support for the great cause of national rejuvenation.
Article 32: Party committees (Party groups) at all levels should strengthen leadership over talent work in their regions, departments, and units, forming a pattern of unified Party committee leadership, with the Organization Department taking the lead, relevant departments performing their duties and cooperating closely, employing units playing the main role, and social forces widely participating in Party-managed talent work.
The Party Central Committee has established the Central Talent Work Coordination Group to provide macro guidance, overall coordination, policy innovation, key promotion, and supervision and inspection for national talent work and talent team building. The Central Talent Work Coordination Group has an office responsible for daily work, located in the Central Organization Department.
Local Party committees establish talent work leadership (coordination) institutions to coordinate talent work and talent team building in their regions. Departments within the Party and government systems with more talent work functions or concentrated talent may establish talent work leadership and office institutions according to actual needs.
Article 33: Closely focus on economic and social development needs, emphasize major development strategies, strengthen macro planning for talent team building, and cultivate a large number of high-quality talents with both virtue and ability. Adhere to high-end leadership and overall development, organize and implement major talent projects, and coordinate the advancement of talent team building in various fields.
Article 34: Establish a global perspective and strategic vision, implement more proactive, open, and effective talent policies, adhere to a use-oriented approach, and gather talents from around the world. Promote the optimal allocation of talent resources, fully leverage the decisive role of the market and better government functions, and encourage and guide talent to flow to difficult, remote areas and grassroots frontlines.
Article 35: Coordinate the reform of talent development systems and mechanisms and policy innovation, resolutely eliminate the sole emphasis on papers, titles, degrees, and awards, improve mechanisms for talent introduction, cultivation, use, evaluation, mobility, and incentives, accelerate the construction of an attractive and internationally competitive talent system, delegate power to employing entities, loosen restrictions on talent, and stimulate talent innovation vitality.
Article 36: Leverage the Party's political, organizational, and close-to-the-masses advantages, strengthen political guidance and political inclusion of talents from all fields, guide talents to be patriotic, dedicated, and courageous in innovation and creation. Adhere to the system of Party committees contacting and serving experts, improve the mechanism for leading cadres to directly contact and serve talent work, promptly listen to talents' opinions and suggestions, and care about talents' work and life.
Article 37 Establish a strong talent awareness, improve the talent service guarantee system, strengthen the publicity of outstanding talents and advanced models, create a good atmosphere of respecting labor, knowledge, talent, and creativity, encourage innovation, tolerate failure, and create a vibrant situation where everyone can become talented and fully display their abilities.
Chapter 6 Safeguards and Supervision
Article 38 Party committees (leading groups) at all levels shall effectively strengthen leadership over organizational work, care for and support organizational departments in performing their duties and carrying out work, reasonably allocate institutional staffing, strengthen workforces, provide necessary working conditions and funding guarantees, coordinate all aspects to form a joint force for good organizational work. Strengthen the leadership team construction of organizational departments, focus on selecting cadres who are politically strong, principled, fair and upright, and have party affairs work experience to serve as organizational department leaders.
Article 39 Organizational departments shall resolutely implement the decisions and deployments of the Party Central Committee and party committees (leading groups), strictly enforce the reporting system for major matters. Adhere to and improve the department meeting system, perfect rules and procedures for deliberation, and fully play the collective leadership and gatekeeping role of department meetings.
Article 40 Organizational departments shall focus on their main responsibilities, improve work mechanisms, optimize workflows, strengthen research and investigation, emphasize the use of internet technology, digital technology, and information technology to improve work efficiency.
Article 41 Organizational departments shall strengthen their awareness as political organs, take the lead in carrying forward the Party's glorious traditions and fine styles, take the lead in enhancing the "Four Consciousnesses," firming the "Four Confidences," and achieving the "Two Upholds," adhere to the Party's political construction as the overall guide, deeply promote strict governance of the department, strict self-discipline, and strict team leadership, strive to build a model department that is politically conscious, fair, professionally competent, and has good work style, so that the Party Central Committee can rest assured, party members and cadres can trust, and the people can be satisfied.
Strengthen the construction of the cadre team in organizational work, reinforce education on political discipline and political rules, strictly observe organizational personnel discipline and confidentiality discipline, uphold integrity and honesty, focus on improving professional capabilities, and ensure absolute political reliability and absolute loyalty to the Party.
Article 42 Party committees (leading groups) at all levels shall implement the main responsibility for comprehensively and strictly governing the Party, strengthen supervision and inspection of the implementation of this regulation, include the implementation of this regulation in the assessment of leadership teams and leaders, and incorporate it into the scope of inspections and audits.
Article 43 Violations of the relevant provisions of this regulation shall be dealt with according to the severity of the circumstances by means of criticism and education, ordering inspections, admonitions, organizational handling, or disciplinary actions in accordance with rules, discipline, and law.
Chapter 7 Supplementary Provisions
Article 44 The Central Military Commission may formulate relevant provisions in accordance with the spirit of this regulation.
Article 45 This regulation shall be interpreted by the Central Organization Department.
Article 46 This regulation shall come into effect from the date of promulgation.
