Ge Guilan, Party Secretary and Director of Beimen Community, Beimen Street, Jizhou District, is over fifty years old and has more than 20 years of Party membership. In community Party affairs work, she remains steadfast and true to her original aspiration, always taking the recognition and satisfaction of the masses as the standard and direction. She leads community staff and Party-mass volunteers to creatively carry out community Party building work, creating a warm home for community residents. Under her leadership, the community has successively won honors such as "National Advanced Unit for Military-Civilian Joint Construction of Socialist Spiritual Civilization," "National Advanced Cultural Community," "National Civilized Unit," and "Top Ten Harmonious Communities in Jiangxi Province." She has also been awarded titles including "National Advanced Individual for Protecting Women's and Children's Rights," provincial and municipal "Advanced Individual for Supporting the Military and Their Families," "Provincial Model for Patriotic Support of the Military," and municipal "March 8th Red Banner Holder."

In 2003, the Party General Branch of Beimen Community was established. Ge Guilan actively explored the model of "building the branch in the community," taking the lead in establishing a community Party building grid management mechanism. She constructed a "one community, three levels" Party organization network system consisting of the community Party committee, neighborhood Party branches, and building Party groups, effectively bridging the "last mile" of serving the masses. Since the 18th National Congress of the Communist Party, in response to the needs of modern social governance, she improved and built a "four-in-one" linkage mechanism based on the "one community, three levels" system. This mechanism unites neighborhood Party branches, owners' committees, property companies, and mass social organizations to jointly carry out grassroots social governance through Party-mass autonomy, making Party building work more grounded and promoting effective community services and management. Driven by the "four-in-one" linkage mechanism, in 2020, the installation of elevators in Tianlong neighborhood took the lead in the city.

Ge Guilan actively plays the exemplary role of veterans. Nowadays, veterans can be seen everywhere in various volunteer service teams in the community. Duan Hairu, a retired Party member from Tianlong neighborhood, voluntarily serves as the director of the neighborhood owners' committee and actively mobilizes a group of veterans to participate in neighborhood management, democratic consultation, and public welfare services, proving that veterans do not fade after service.

In grassroots social governance work, Ge Guilan always implements Party building by relying on the masses, serving the masses, and serving people's livelihood. In 2020, Beimen Community built a high-standard community Party building complex, providing a base for Party members and the masses to engage in activities and a place for learning, which was fully affirmed by the Provincial Party Committee Organization Department's research team. Beimen Community integrates resources from various alliance units and has established 8 neighborhood cultural and sports activity stations; carefully cultivates and builds 16 cultural service platforms such as home-based elderly care day care, Xinglong Youbei parent-child reading, Luochuan Poetry Society, Luling Calligraphy and Painting Society, Photographers Association, and Xinglong Art Troupe, enriching residents' cultural life. Beimen Community also guides neighborhood owners and mass organizations to actively participate in neighborhood autonomy, encouraging the establishment of volunteer service teams such as "Beijia'an Volunteer Patrol Team," "Daily Micro Service," and "An Grandma" to carry out voluntary patrols, civilization promotion, environmental improvement, old neighborhood renovation, and epidemic prevention and control activities, allowing Party building to lead mass building and residents to co-build, co-govern, and share. At the beginning of 2020, with the severe COVID-19 epidemic prevention and control situation, Beimen Community took the lead in using mobile platforms, mobilizing more than 230 Party members in the neighborhood to voluntarily participate in epidemic prevention duty through "WeChat job dispatch, Party members lead services," with Party members taking on more than 500 WeChat tasks, effectively ensuring the life and health safety of community residents and receiving praise from the masses.

Be the Leading Goose in Grassroots Party Building

Youtian Town is located at the northern gateway of Ji'an County, about a 50-minute drive from the county seat. From August 2019 to June 12, 2021, Liu Zhimou served as the Party Secretary of Youtian Town. As a township Party secretary, he conscientiously fulfilled his primary responsibility for Party building, strengthening the Party's fortress; as a grassroots cadre "team leader," he went deep to the front line, leading by example to motivate town and village cadres to do practical work; as a Communist Party member, he always held a heart for the people, sincerely responsible to the masses, and enthusiastically served the people.

Whether Party building work is done well or not concerns the cohesion and combat effectiveness of grassroots Party organizations and whether specific work can take root. Grasping the construction of rural grassroots Party organizations is key to rural agricultural work. As the first person responsible for Party building in Youtian Town, Liu Zhimou convened the town Party and government team members on his first day in office to conduct special research and deployment on the town's Party building work. He focused on leveraging the "engine" role of Party branches and the vanguard and exemplary role of Party members as the key points of Party building work, integrating various resources, accurately positioning rural development, effectively promoting comprehensive Party building improvement, and facilitating rural transformation and upgrading. Songjiang Village was once known as a weak and scattered village in the county. To address this, Liu Zhimou repeatedly attended branch meetings in the village, conducted Party character health checks, deeply analyzed shortcomings, identified gaps, made up weaknesses, strengthened weak points, and held heart-to-heart talks with the village "two committees" cadres. Through his patient guidance, the entrepreneurial spirit of the "two committees" cadres in Songjiang Village was activated, and the village quickly became a model village for "three modernizations" construction, an advanced village in comprehensive target assessment, and an advanced village in rural revitalization in the town.

Liu Zhimou also hosted multiple seminars and exchanges on "three modernizations" construction, inviting veteran Party members and senior cadres to offer advice and stir the thoughts of Party cadres. At the same time, he adopted measures such as model creation and precise guidance to orderly promote the "three modernizations" construction of grassroots Party building, creating the county's only township Party-mass education hall. Through Party-mass education, the cohesion and combat effectiveness of the cadre team were comprehensively improved, truly achieving the transformation of grassroots Party building from "shaping" to "casting soul," from "hanging on the wall" to "taking root." With the establishment of the Party-mass education hall, it has played a role in uniting and concentrating efforts for township work, and the satisfaction of the masses has continuously increased.

During his tenure, Liu Zhimou also fully leveraged the fortress role of grassroots Party organizations, encouraging villagers to develop industries that enrich the people and comprehensively promote rural revitalization. He conducted in-depth field research and study visits, focusing on the "one leading, three participating" industrial poverty alleviation model as the main approach, concentrating efforts and energy to build the town and village's pillar industries centered on black fungus cultivation and animal husbandry. Through the participation of wealth leaders and village cadres, and by involving poor households and the masses as shareholders, he successfully solved the sustainable development of agricultural industries and farmers' income growth. "Let every person, especially poor households, live a good life" is Liu Zhimou's persistent pursuit. After more than a year of effort, Youtian Town has established 12 "one leading, three participating" industrial cooperatives, covering 52.2% of the area. Black fungus cultivation expanded from 3 villages to 10 administrative villages. The collective economic income of all 23 administrative villages in the town exceeded 100,000 yuan, with 8 villages exceeding 200,000 yuan and 7 villages exceeding 500,000 yuan. The town's economy developed healthily and rapidly, and the masses live prosperous lives.

"One must plan for their position, bear their responsibilities, and fulfill their duties. Only by doing one's own job well can one be worthy of the title of Party member and live up to the trust of the people." Liu Zhimo often repeats this saying. Over the years, under his leadership, Youtian Town has successively received honors such as Jiangxi Province Sanitary Township, Advanced Award in Citywide Rural Revitalization Assessment, Ji'an City Civilized Village and Town, County Advanced Township in Party Building Work, County Advanced Township in Open Economy, and County Advanced Township in High-Quality Development Assessment. He leads grassroots Party building with his practical actions.
